Delhi Starts Issuing New Ration Cards Again After 8 Years, Here’s How to Apply Online

The Government of Delhi has restarted the process for issuing new ration cards and adding family members after a gap of nearly eight years, bringing major relief to lakhs of residents across the capital. Citizens can now apply online through the official e-District portal, while pending applications that remained stuck for years are also being reviewed once again.
According to the Food Supplies and Consumer Affairs Department, the move is aimed at improving access to subsidized food grains for eligible families under the Public Distribution System (PDS). Authorities have also introduced a dedicated helpline number, 1967, to assist applicants with documentation, verification, and application-related issues.
At present, more than 17 lakh ration card holders in Delhi receive food grains every month through nearly 2,000 fair-price ration shops. The government had earlier announced plans to issue around two lakh new ration cards during 2026, and the reopening of the application process is being seen as a significant step toward achieving that target.
Online Application Mandatory for New Ration Cards
Under the revised rules, ration card applications will now be accepted only through the online system. Applicants must complete the process via the Delhi e-District portal.
Here is the step-by-step process to apply:
- Visit the Delhi e-District portal
- Log in using your registered user ID and password
- Open the “Apply Online” section
- Check application details under the “Pending for Submission” tab
- Upload all required documents and submit the form online
The government has clarified that incomplete applications or incorrect documents may lead to rejection or delays during verification.
Important Documents Required
Applicants will need to provide several mandatory documents while applying for a new ration card.
Required documents include:
- Aadhaar cards of all family members
- Delhi residence proof if the Aadhaar address differs
- Family income certificate issued by the Revenue Department
- Self-declaration affidavit confirming eligibility
- Copy of electricity bill
Officials have stated that every application will undergo detailed scrutiny at the Food Supply Officer level. In some cases, physical verification at the applicant’s residence may also be conducted before approval.
Major Rule Change: Woman to Become Head of Family
One of the most significant changes introduced under the Delhi Food Security Rules 2026 is related to the “head of family” criterion.
According to the new policy, the eldest adult woman in the household will now automatically be considered the head of the family for ration card purposes. The female member must be at least 18 years old.
If there is no adult woman in the household, then the eldest male member will temporarily be designated as the family head. The government says this change has been introduced to strengthen women’s participation and recognition within welfare schemes.
Income Limit Increased to Benefit More Families
The Delhi government has also revised the annual family income limit for eligibility under the ration scheme.
Earlier, families with an annual income above ₹1 lakh were not eligible. The revised rules have increased the limit to ₹1.20 lakh annually, allowing more lower-income households to qualify for subsidized ration benefits.
Who Will Not Be Eligible?
The updated rules also clearly specify categories of residents who will not receive ration cards.
The following groups are excluded:
- Owners of houses or plots in Category A to E colonies
- Income tax payers
- Families owning four-wheelers
- Government employees
- Households with electricity connections above 2 kilowatts
Officials say these restrictions are intended to ensure that ration benefits reach genuinely needy and economically weaker families in a transparent manner.
The reopening of the ration card process is expected to benefit thousands of families who were unable to apply for years due to administrative delays and policy restrictions. With digital applications, revised income limits, and stricter verification mechanisms, the Delhi government aims to make the ration distribution system more efficient, transparent, and accessible for eligible citizens.
