Instagram Child Exploitation Case: Government Awaits Meta’s Response Before Taking Further Action

The Indian government has sought an explanation from Meta over allegations related to Child Sexual Exploitation and Abuse Material (CSEAM) appearing through paid advertisements on Instagram. The Ministry of Electronics and Information Technology (MeitY) has issued a notice to the company and will decide its next steps after reviewing Meta’s response.

Information Technology Secretary S. Krishnan said that the government will wait for Meta’s formal reply before determining what action should be taken.

Government Seeks Clarification From Meta

The controversy began after concerns were raised over advertisements on Instagram that allegedly promoted access to child exploitation material. Following the issue, the Ministry directed Instagram to remove any advertisements and content that encourage, promote, or provide access to such illegal material.

Union Minister Ashwini Vaishnaw also instructed ministry officials to seek clarification from Meta regarding the matter.

Meta has responded by stating that it removed the reported content from its platforms and is taking steps to strengthen its systems against such abuse.

What Is the Allegation?

A report by the BBC highlighted concerns that Instagram advertisements allegedly used terms linked to child-related videos and directed users to external platforms where illegal material was reportedly being offered for sale.

The matter raised questions about the effectiveness of social media platforms’ advertising review systems and their ability to prevent harmful content from reaching users.

Meta Explains Its Safety Measures

Meta said its advertising review process uses a combination of:

  • Automated detection systems

  • Human review teams

  • Policy enforcement mechanisms

The company acknowledged that no system can detect every violation instantly but said it continues to improve its technology and monitoring processes.

Meta has stated that it removed millions of accounts and pieces of content related to child exploitation globally as part of its safety efforts.

Action Against Harmful Content in India

The company also said that artificial intelligence tools have been used in India to identify and take action against accounts suspected of sharing links connected to exploitative content.

Meta emphasized that protecting children online remains a major priority and that it continues to invest in technology and enforcement measures to prevent abuse on its platforms.

What Happens Next?

The Indian government is currently waiting for Meta’s detailed response to the notice. Further decisions will depend on the explanation provided by the company and the steps taken to prevent similar incidents in the future.

The Bottom Line

The case highlights the growing challenge of preventing illegal and harmful content on large digital platforms. While companies rely on AI tools and moderation systems to detect violations, governments worldwide continue to push for stronger accountability and faster action against online child exploitation.
