Elon Musk's Starlink Faces Setback in India: D2D Service Approval Still Pending

Elon Musk’s Starlink satellite internet service, eagerly awaited in India, has hit a major hurdle. While the company is expected to launch soon, its rollout is now delayed due to regulatory approvals required for advanced technologies like Device-to-Device (D2D) connectivity. Currently, Starlink is only permitted to offer basic broadband-from-space services in India.
Gen-2 Constellation Approval Rejected

Starlink sought approval from IN-SPACe for both Gen-1 and Gen-2 satellite constellations.

The Gen-1 constellation has received clearance, but the Gen-2 constellation was not approved.

The rejection is due to certain frequency bands and advanced features in Gen-2, including D2D technology, which are not currently allowed under Indian regulations.
An official explained that while Gen-1 operates within permissible frequencies, Gen-2 uses different spectrum and includes features that are currently incompatible with Indian laws.
Next Steps for Starlink
According to IN-SPACe Chairman Pawan Kumar Goenka, Starlink may reapply for Gen-2 approval. The company initially applied 3–4 years ago, when D2D technology was not fully developed. Now, with Gen-2 incorporating advanced features like D2D connectivity, Starlink will need fresh approvals before offering these services in India.
Implication:
Until Gen-2 approval is granted, Starlink’s next-generation services, including D2D internet, cannot launch in India. The company will have to navigate regulatory hurdles before rolling out its full service, delaying its highly anticipated entry into the Indian market.
