Employee unions have demanded an increase in the basic salary to ₹72,000. They have demanded an increase in the basic salary by increasing the fitment factor to 4.0. This means a nearly four-fold increase in the fitment factor. Previously, the Sixth Pay Commission's fitment factor was 1.86. The Seventh Pay Commission's fitment factor was 2.57. After that, they are demanding an increase in the fitment factor to 4.0.

Annual salary increase

According to the draft, there is also a demand for an increase in annual salary increments. The demand is to increase the annual increment from 3% to 6%. A 3% salary increase is not sufficient.
