Russia Offers Kh-69 Stealth Cruise Missile Transfer to India — Could Arm Sukhoi-30MKI with Four ALCMs

Russia has offered India transfer of technology for its Kh-69 stealth air-launched cruise missile (ALCM), a move that could expand the Indian Air Force’s long-range strike options. The Kh-69 is a low-observable cruise missile with an advertised range of about 400 km. It weighs roughly 710 kg and carries a high-explosive warhead of around 310 kg, and is designed to fly at low altitude to evade air-defence systems.
Developed by Russia’s Tactical Missiles Corporation (KTRV), the Kh-69 uses a mix of inertial navigation, satellite positioning (GLONASS/GPS) and an electro-optical/infrared seeker for precise targeting. The missile has reportedly seen operational use in the Ukraine conflict.
If integrated on India’s Sukhoi-30MKI, the Kh-69’s lighter weight compared with the heavier BrahMos (approximately 2,500 kg) would allow a Su-30 to carry more missiles simultaneously — up to four Kh-69s versus one or two BrahMos — giving fighters greater payload flexibility for multiple strike missions.
Moscow has also indicated willingness to set up local production in India under a transfer-of-technology arrangement. Reports say Russia would provide blueprints, machining tools and training if India places an initial order (figures being discussed reportedly in the low hundreds). Indian firms such as HAL or Bharat Dynamics Limited could be potential partners for domestic manufacture under the Make in India framework.
The offer arrives at a time when the IAF faces squadron shortfalls — currently operating fewer squadrons than its stated requirement — and when strategic pressures on India’s northern and western borders are a policy focus. A Kh-69 capability could broaden the IAF’s stand-off and survivability options.
However, geopolitical and regulatory hurdles remain. Western sanctions regimes (including potential CAATSA implications) and deepening defence ties between India and Western suppliers could complicate the deal. Sources indicate a final decision might come as early as 2026.
