Many people, under the influence of alcohol, create disturbances on the metro. Their behavior causes inconvenience to other passengers. Action is also taken against them.
In the last six months alone, 126 people have been caught drunk on the Delhi Metro and fined. Currently, the fine is only two hundred rupees, but in the coming days, such people will be fined between two thousand and five thousand rupees.
He or she can also be expelled from the metro premises. 8,251 cases have been registered for violations of metro rules, including littering, entering the women's coach, creating a ruckus, walking on the tracks, and other violations. Hefty fines are being imposed in the future for such cases.
Proposal to amend the Metro Railway Act
The Central Government has proposed to amend the Metro Railways (Operation and Maintenance) Act, 2002 under the Public Trust (Amendment) Provisions Bill, 2026.
The amendment aims to replace some criminal provisions with monetary penalties and increase the amount of fines. Recently, Union Minister of State for Commerce and Industry Jitin Prasada introduced a bill in the Lok Sabha.
According to current law, if a person travels under the influence of alcohol, creates a disturbance in the Metro premises or train, spits on the floor of the Metro premises or train, gets into a fight, or enters the premises or train with objectionable material, action is taken against them. A fine of up to two hundred rupees is imposed.
Proposal to increase the fine from Rs 2,000 to Rs 10,000
There is a proposal to increase the fine amount from 2,000 to 5,000 rupees. Smoking in metro premises or trains can also result in a fine of up to 2,000 rupees.
If a passenger writes, pastes, or protests in a metro coach, they are currently subject to a fine of ₹500, six months in jail, or both. The proposal is to increase this fine to ₹10,000.
The fine for travelling on the roof of a train is ₹50, for trespassing on the metro premises and walking on the tracks, ₹150, and for entering the ladies' coach, ₹250. It has been proposed to increase the fines for these cases as well.
