If you are planning to buy land or a house, this update is extremely important for you. The government has introduced stricter rules for land registration to curb fraud and disputes. From now on, registration will not be possible with incomplete or incorrect documents. Both buyers and sellers will be thoroughly verified, ensuring transparency and eliminating benami or fraudulent transactions.
These changes aim to make the land registration system safer, cleaner, and more reliable, protecting genuine buyers from future legal troubles.
Why Were the Rules Changed?
In many cases, land registrations were carried out using incomplete or misleading documents. This led to disputes, court cases, and situations where people unknowingly bought land belonging to someone else. To prevent such issues, the government has tightened verification norms and documentation requirements.
1. Strict Identity Verification
At the time of registration, the identities of both the buyer and the seller will be carefully verified. Documents such as Aadhaar card, PAN card, Voter ID, or any valid government ID must match details like name, photograph, address, and date of birth. Any mismatch can immediately halt the registration process.
2. Proof of Land Ownership Is Mandatory
Simply claiming ownership is no longer enough. The seller’s name must be clearly recorded in official government land records. Documents such as Khasra-Khatauni, Jamabandi, and certified land record copies are compulsory.
If the land is under dispute, involved in a court case, or restricted by government orders, registration will not be allowed.
3. Full Stamp Duty Payment Required
Earlier, some people avoided taxes by undervaluing property prices. This will no longer work. Full stamp duty must be paid, and proof of online payment receipts is now mandatory. Under-reporting property value to save tax can stop your registration.
4. PAN Card Is Compulsory
Since land deals involve large financial transactions, PAN card submission is now mandatory. This helps track the source of funds, prevents black money usage, and reduces tax evasion. Without a PAN card, land registration will not be completed.
5. NOC Required in Special Cases
Not all land parcels are the same. In certain cases—such as land falling under municipal limits, development authority zones, or restricted areas—additional approvals or No Objection Certificates (NOC) are required. Without these permissions, registration will not be possible.
