Why is Afghanistan hosting the series in Delhi?

One of the interesting aspects of this series is that Afghanistan will be the designated host even though the matches will take place in India.

Afghanistan is unable to host the Indian team for the series, so the Afghanistan Cricket Board has arranged the fixtures in New Delhi.

This means the Afghan team will technically host the series while playing all three matches on Indian soil.
