Government’s New Digital Push: India Plans Massive Expansion of Data Centres to Power AI and Cloud Services

India is preparing for a major expansion of its data centre infrastructure, with the government estimating that the sector could attract investments of around US$200 billion as demand for artificial intelligence, cloud computing and other digital services continues to rise.

Union Commerce and Industry Minister Piyush Goyal highlighted the opportunity during a CEO roundtable on September 2, 2026, where the government discussed measures to make it easier and faster for companies to establish data centres across the country.

Why Data Centres Are Becoming So Important

Data centres are the physical infrastructure behind many of the digital services people use every day. Cloud storage, online applications, artificial intelligence systems, streaming platforms, digital payments and enterprise software all depend on large computing facilities.

The rapid growth of AI is creating an additional requirement for high-performance computing infrastructure. According to the government, demand generated by cloud and AI workloads is increasing rapidly, with hyperscalers accounting for more than 80% of data-centre absorption during the first half of 2026.

Government Targets Faster Expansion

The latest government discussions focused on removing some of the infrastructure and regulatory challenges that can delay data-centre projects.

Key areas under discussion included:

  • Reliable and uninterrupted power supply
  • Availability of suitable land
  • Faster regulatory approvals
  • Streamlined single-window clearances
  • Building regulations specifically suited to data centres
  • Easier access to renewable energy
  • Better transmission and substation planning

The government wants these measures to make project development faster and provide greater certainty to investors.

Power Supply Will Be a Major Factor

Large data centres require enormous amounts of electricity because thousands of servers need to operate continuously and must also be cooled.

The government and industry representatives discussed measures including dual power feeders, ready-to-use sanctioned loads and cluster-based transmission and substation planning.

The meeting also considered ways to facilitate renewable-energy procurement across state boundaries, which could become increasingly important as technology companies seek to reduce the environmental impact of their computing infrastructure.

Special Land Banks Could Speed Up Projects

Finding land with suitable power and infrastructure can be another major challenge for data-centre developers.

To address this, the government discussed creating data-centre-ready land banks and identifying power-ready parcels in advance.

Such an approach could reduce the time companies spend arranging basic infrastructure before construction begins.

New Building Rules Recognise Data Centres

Another significant development is the inclusion of data centres in the National Building Code 2026 under Group E.

The updated framework includes a dedicated annex covering requirements for data centres, including fire-risk assessment and performance indicators specifically designed for these facilities.

This could provide developers with clearer technical and safety requirements when planning new facilities.

AI Is Driving the Next Wave of Demand

The expansion of India's data-centre industry is closely connected with the country's growing AI ecosystem.

The government has been expanding the IndiaAI Mission, which is designed to strengthen computing capacity, AI innovation and the development of AI applications in India. The mission has identified hundreds of AI use cases across government departments and is supporting AI Centres of Excellence and data and AI laboratories.

As AI models become more sophisticated, the computing infrastructure required to train and operate them is also increasing.

Consumers may not immediately notice the construction of new data centres, but the expansion could eventually affect the digital services they use.

More domestic computing infrastructure could support:

India Wants to Become a Global Data Centre Hub

The government believes India has the potential to become a major global destination for data-centre investment.

At the September 2 roundtable, representatives from around 46 data-centre companies, along with officials from the central and state governments, infrastructure providers and investors, participated in discussions about accelerating the sector's development.

States including Andhra Pradesh, Gujarat, Haryana, Karnataka, Maharashtra, Tamil Nadu, Telangana and Uttar Pradesh were represented at the meeting.
