According to reports, Jackson visited three districts, including the Chittagong Naval Base, bordering Mizoram, India. Jackson, 50, previously served in the US Special Forces and later took early retirement from the military to work for a private security company. He is believed to have been associated with the 160th Special Operations Aviation Regiment, also known as the "Night Stalkers" unit.

Jackson had his sights set on the Northeast.

According to the report, Jackson had his sights set on India's Northeast. He visited the Chittagong Naval Base, where Bangladesh Navy warships and submarines are stationed. He also visited Bangladesh Army bases, such as the Jalalabad Cantonment area, where a Para Commando brigade is stationed. The report also states that he trained Bangladesh Army officers.
