The Department of Telecommunications (DoT) has reportedly extended the deadline for implementing SIM-binding rules for messaging apps like WhatsApp, Telegram and Signal, providing some relief to both companies and users.
According to a report, the new deadline has been extended to December 31, 2026, on the request of industry players who cited technical and operational challenges in implementing the massive mandate.
What is the SIM-binding rule?
The SIM-binding mandate requires messaging apps to ensure that user accounts are linked to the active SIM card inserted in the primary device. This goes beyond one-time OTP verification and introduces continuous validation of the SIM.
In practice, apps will only work if the registered SIM is present and active in the device. If the SIM is removed, replaced, or deactivated, app access may be prevented.
The rule is part of changes to India's telecom cybersecurity framework and aims to improve traceability and reduce misuse of mobile numbers.
The extension comes
after the messaging platform raised concerns about the difficulties of implementing SIM-binding across millions of users and devices. This includes compatibility with multiple device features, handling international usage, and ensuring a smooth user experience without frequent interruptions.
The government initially set a 90-day deadline for implementation, and it was expected to be implemented earlier this year. However, the new decision suggests that implementation challenges have forced a more flexible timeline.
What will change for users?
For now, nothing will change immediately. Messaging apps will continue to function as they do today, without the strict SIM-binding rules.
However, once implemented, the rules could significantly change how these apps are used:
Users may need to keep their registered SIM active on their primary device at all times.
Access to the web or secondary devices may require more frequent re-verification.
Changing the SIM or device may temporarily interrupt access.
These changes are expected to impact users who rely on multi-device access or frequently travel with an inactive domestic SIM.
