Today, October 1st, several important changes have taken place that will impact the daily lives of the common man. Rules related to LPG cylinders, vehicle PUCs, banking, birth and death certificates, property purchases, and foreign trade have changed. These changes could have a direct impact on people's pockets and financial transactions. Let's find out what those changes are.

1. Action in the absence of PUC

In Delhi-NCR, petrol and diesel will be prohibited from being sold to vehicles without a valid PUC. PUCs will be checked at petrol pumps through cameras and vehicle databases. Violations of these rules could result in a fine of up to ₹10,000.

2. Biometrics is mandatory for LPG subsidy

Aadhaar biometric authentication will be required to avail of the LPG subsidy. Without biometric authentication, you will receive the cylinder; however, you will not receive the subsidy and may have to pay the applicable market price.

3. Transparency in FD rules of banks

Banks must clearly disclose the interest rates on bulk deposits of ₹3 crore or more. This information must also be updated on their websites.

4. AC, TV, refrigerator become expensive

Due to fluctuations in raw material, metal, transportation cost and rupee, some companies have increased the prices of AC, TV, refrigerator and washing machine.

5. LPG and ATF rates will change

Oil marketing companies today announced new rates for commercial LPG and ATF, which are issued on the first of every month. The price of an LPG commercial cylinder has increased by ₹62.

6. New rules for birth and death certificates

Birth and death certificates are free if registered within 21 days. However, if they are registered late, additional verification and approval from the authorities will be required. If the delay exceeds two years, permission from a judicial magistrate will be required.

7. Buying houses and land from NRIs will be easier

When purchasing property from an NRI, residents and HUFs will no longer need to obtain a separate TAN for TDS. This process can be done through PAN-based reporting.

8. Changes in NPS as well

A new health system linked to NPS and a new framework for Point of Presence (PoP) charges will be implemented.

9. New law for banking records

The Bankers' Books Evidence Act, 2026 will be implemented and electronic and digital banking records will also find a clear place in the legal framework.

10. Rules for foreign trade were eased

Under FEMA, payment timings for import-export transactions will be revised. Banks will be able to determine payment terms based on the terms of contracts between Indian importers and foreign suppliers. This could provide greater flexibility to businesses engaged in international trade.
