Central Government Employees May Get 3X Bonus: Employee Body Seeks ₹21,000 Calculation Ceiling
Festive season could bring a major boost to the bonuses of eligible central government employees if a key employee demand is accepted by the government. The staff side of the National Council of Joint Consultative Machinery (NC-JCM) has urged the Centre to increase the bonus calculation ceiling from the existing ₹7,000 to ₹21,000 per month.
If approved, the proposed change could significantly increase bonus payouts for eligible non-gazetted employees working in departments such as Railways, Postal Services and Defence.
What Is the Demand?
Every year, the Central Government announces Productivity Linked Bonus (PLB) and Ad-hoc/Non-PLB Bonus for eligible employees around the Dussehra and Diwali period.
On August 27, 2026, NC-JCM Staff Side Secretary Shiv Gopal Mishra reportedly wrote to the Cabinet Secretary seeking this year's bonus to be calculated using a ceiling of ₹21,000 instead of ₹7,000.
The employee body argues that the existing ceiling no longer reflects current wage and minimum-wage levels.
Why Is the Ceiling Being Increased?
The demand follows developments surrounding the rules governing bonus calculations.
During the 49th meeting of the National Council held on May 11, 2026, employee representatives reportedly raised the issue of revising the bonus ceiling. The official side indicated that the matter could be considered alongside changes to the relevant minimum-wage provisions.
A subsequent August 25, 2026 notification from the Ministry of Labour and Employment reportedly clarified that where an employee's eligibility limit exceeds ₹7,000 per month, bonus calculations would use ₹7,000 or the applicable central-government minimum wage, whichever is higher. The provision has retrospective effect from November 21, 2025, according to the information cited in the proposal.
The NC-JCM is using the latest minimum-wage figures to strengthen its case for a ₹21,000 calculation ceiling.

If the proposed ceiling is approved, bonus amounts could rise substantially because the calculation base would become three times the current ₹7,000 limit.
