First of all, go to your phone's Settings > Apps > WhatsApp and tap on Notifications. Make sure that the 'Allow Notifications' option is turned on. Also, open WhatsApp, go to Settings > Notifications and click on the three-dot menu above to 'Reset Notification Settings'.

2. Turn off 'Do Not Disturb' (DND) and Battery Saver Many
times notifications of background apps stop due to Do Not Disturb (DND) mode or battery saver on the phone. Turn off DND by lowering your phone's Quick Notifications panel and set Battery Optimization to Off or 'Unrestricted' for WhatsApp by going to Settings > Battery.
