New ATM Rules in India – Important Changes for Bank Customers

Indian banks have updated ATM regulations, transaction limits, and withdrawal charges in 2026. The revised framework impacts cash withdrawals, cardless UPI ATM transactions, monthly free transaction quotas, and debit card withdrawal limits. Banking industry experts say customers who are unaware of the new rules may incur additional fees more frequently.

UPI cash withdrawals will now count towards the monthly limit

A major change affects cardless cash withdrawals made from UPI-enabled ATMs. Many banks have started counting these transactions towards a customer's monthly free ATM transaction quota. Previously, UPI cash withdrawals were often considered separately. Under the changed system, each UPI ATM withdrawal may reduce the number of free ATM transactions available during the month, making it important for customers to monitor usage more closely.

Understanding the Free ATM Transaction Quota

The existing free ATM transaction structure will remain in place for most customers:

Up to 5 free transactions per month at your own bank's ATMs.
Up to 3 free transactions at other bank's ATMs in metro cities.
Up to 5 free transactions at other bank's ATMs in non-metro locations.

However, with many banks now including UPI-based ATM withdrawals in their accounts, customers' free monthly quota may be exhausted sooner than expected.

Higher charges after the free limit is exhausted

Customers who exceed their monthly free ATM transaction limit may now have to pay up to ₹23 per transaction, up from ₹21 previously. Applicable taxes will be extra. The revised fees primarily apply to financial transactions such as cash withdrawals. Services such as balance inquiries and mini statements may also incur additional charges after the free transaction limit is exceeded.

Important points that customers should not ignore

Many banks have also reviewed withdrawal limits for certain debit card categories. Daily cash withdrawal limits may vary depending on the card type and, in some cases, have been revised. Banks are encouraging customers to use digital payment methods and UPI for daily transactions. Financial experts advise customers to regularly track their ATM usage, avoid unnecessary ATM inquiries, and withdraw cash judiciously to reduce the risk of incurring extra charges.
