The Union Government has tightened compliance measures for India's food security safety net. To completely clean up the Public Distribution System (PDS), the Ministry of Consumer Affairs, Food and Public Distribution has mandated the compulsory linking of Aadhaar cards with all active Ration Cards nationwide.
The updated guidelines shift the entire system onto the Aadhaar Enabled Public Distribution System (AePDS). Failing to seed your 12-digit biometric ID with your ration profile will lead to your name being flagged as a "ghost beneficiary," resulting in the temporary suspension of your subsidized food grain allocations.

The primary goal behind making Aadhaar seeding mandatory for every single family member listed on a ration card is elimination of leakage.
Over the years, manual records allowed duplicate cards, fake names, and deceased individuals to continue drawing heavily subsidized rice, wheat, and sugar. The digital biometric override completely removes these loopholes.
The Portability Bonus: One Nation, One Ration Card (ONORC)
It isn't all about strict enforcement. Once your Aadhaar mapping is verified on the central Vahan and PDS servers, your card automatically upgrades to a universal national document.
Under the One Nation, One Ration Card framework, migrant workers and families can walk into any Fair Price Shop (FPS) anywhere in India, scan their fingerprints on an electronic Point of Sale (e-PoS) machine, and collect their designated food grains instantly, regardless of the home state listed on their card.

If your state's Food and Civil Supplies Department supports digital seeding, you can skip the queues and link your files straight from your home computer or smartphone.
Go to the official Food, Civil Supplies, and Consumer Affairs portal specific to your state government. Locate and click on the utility tab labeled "Aadhaar Seeding" or "Link Aadhaar with Ration Card".
Input your unique Ration Card number. The portal will populate the names of all family members registered under that card. Enter the respective 12-digit Aadhaar number next to each name.
Enter the active mobile number registered with the Head of the Family's Aadhaar. Click submit to receive a secure One-Time Password. Enter the OTP into the verification window to sign the digital request.
