Government’s New Pension Scheme Update: Disability Pension Rules Relaxed, Check Who Can Benefit

Millions of people across India depend on government pension schemes for financial support in their daily lives. In an important development, the Union Cabinet has approved changes to the country’s social assistance programme, including revised eligibility rules for persons with disabilities and the continuation of pension support for vulnerable families.

The programme has been approved for another five years, from 2026–27 to 2030–31, with a total financial outlay of ₹53,428 crore. The changes could make disability pension assistance accessible to more people who previously did not meet the eligibility requirements.

What Has Changed in the Government Pension Programme?

The National Social Assistance Programme (NSAP) has been renamed the Pradhan Mantri Samajik Sahayata Yojana. Its pension schemes have also received new names as part of the approved changes.

The programme covers social assistance for elderly people, widows, persons with disabilities and eligible families facing financial hardship.

The revised framework includes changes to the disability pension scheme, while pension support for senior citizens and widows and the family benefit scheme will continue in their existing form.

Disability Pension: More People Could Become Eligible

One of the most important changes concerns the eligibility criteria for disability pension.

Previously, the benchmark disability requirement under the relevant central scheme was 80%. Under the approved revision, this threshold has been reduced to 40%. The minimum age requirement has also been removed, allowing eligibility to begin from birth, subject to the applicable conditions.

This could help families of children with qualifying disabilities as well as adults who previously did not meet the higher disability threshold.

Under the revised framework, the monthly assistance amounts have been set at:

  • ₹375 for eligible beneficiaries aged up to 79 years.

  • ₹625 for eligible beneficiaries aged 80 years and above.

These are central assistance amounts under the scheme; the total pension received may differ depending on additional support provided by the relevant state government.

What Are the New Names of the Pension Schemes?

The government has approved the following changes to the names of the programme and its sub-schemes:

  • National Social Assistance Programme (NSAP) is now called Pradhan Mantri Samajik Sahayata Yojana.

  • Indira Gandhi National Old Age Pension Scheme is now Pradhan Mantri Vridhavastha Pension Yojana.

  • Indira Gandhi National Widow Pension Scheme is now Pradhan Mantri Vidhawa Pension Yojana.

  • Indira Gandhi National Disability Pension Scheme is now Pradhan Mantri Divyangjan Pension Yojana.

  • National Family Benefit Scheme is now Pradhan Mantri Parivar Labh Yojana.

These changes are intended to bring the programme and its individual schemes under the revised naming structure.

Who Should Check Their Eligibility?

The latest update is particularly relevant to:

  • Senior citizens who depend on government pension assistance.

  • Widows from eligible low-income households.

  • Persons with disabilities who may now qualify under the revised threshold.

  • Families who may be eligible for assistance under the family benefit scheme.

Eligibility is not automatic simply because a person falls into one of these categories. Applicants must meet the scheme’s applicable income, household, disability certification and other conditions.

How Can You Find Out Whether You Qualify?

People interested in applying should contact their local government welfare office, Gram Panchayat, municipality or designated Common Service Centre. They can enquire about the revised eligibility rules, application forms and documents required.

Applicants should generally keep their identity proof, bank account details, address proof and relevant income or disability documents ready, as applicable. Existing beneficiaries should also check whether any updated documentation or verification is required.

Importantly, the government has indicated that detailed guidelines for the revised disability pension eligibility, coverage and assistance will be issued and implemented within three months of the approval. Applicants should confirm the operational rules with the relevant authorities before submitting an application.

Why This Update Matters

Government pension assistance can provide an important financial safety net for people who have limited earning opportunities or depend on family members for support. Relaxing the disability threshold and removing the minimum age requirement could bring additional eligible beneficiaries into the system.

For families, the most useful next step is to check the revised eligibility conditions rather than assume that an existing rejection or an earlier ineligibility decision still applies.

With the programme extended through 2030–31 and changes approved for disability assistance, keeping track of the implementation guidelines will be important for anyone who may qualify for these benefits.
