An Indian passport is often misunderstood as proof of citizenship. However, official policy clearly states that a passport is primarily a travel document, not a certificate of citizenship. Can a Foreigner Get an Indian Passport?

The short answer is no.

An Indian passport is issued only to Indian citizens. A foreign national cannot directly apply for an Indian passport. To be eligible, a person must first become an Indian citizen through legal processes such as registration or naturalisation.

Once citizenship is granted, the person can then apply for a passport like any other citizen.

Foreign nationals may, however, receive limited travel or identity documents in exceptional cases, but these are not Indian passports and do not grant citizenship rights.

OCI cardholders:

  • Are not Indian citizens
