Bihar Government Launches Nishchay-3 with Focus on Pedestrian Safety and ‘Ease of Living’

The Nitish Kumar-led Bihar government, formed on November 20, 2025, has rolled out the Saat Nischay-3 (2025-30) initiatives to drive development across the state. Among the seven resolutions, the seventh—“Ease of Living”—aims to improve the daily lives of citizens, with a special focus on pedestrian safety and convenience.


Steps Taken to Ensure Pedestrian Safety

With the rising number of two- and four-wheeled vehicles on Bihar’s roads, ensuring safe and dignified walking spaces for pedestrians has become a priority. The Transport Department has issued several directives to address this issue:

  1. Footpaths in Crowded Areas: Identification of high-traffic urban areas for quick construction of footpaths to facilitate safe walking.

  2. Zebra Crossings: Marked pedestrian crossings to improve road safety and ease movement across busy streets.

  3. Foot Over Bridges and Underpasses: Construction of foot overbridges, escalators, and underpasses at key locations for convenience.

  4. Driver Training: Mandatory training for government and private drivers to make them more sensitive to pedestrians’ rights.

  5. Accident-Prone Spots (Black Spots): Identification of high-risk areas in urban and rural zones, construction of footpaths, and installation of CCTV cameras to reduce road accidents.


Objective

The initiative emphasizes the government’s slogan: “Respect for All – Easy Life”, aiming to ensure that pedestrians can move safely, comfortably, and with dignity while contributing to the state’s development.

By integrating road safety infrastructure, awareness, and monitoring, Bihar is taking concrete steps toward a safer, more pedestrian-friendly environment for its citizens.
