The Eighth Pay Commission has generated excitement among central government employees. Meanwhile, a response from the central government in Parliament has disappointed many former employees. The government clarified that central civilian employees who retired between January 1, 2008, and August 31, 2008, will not receive the Modified Assured Career Progression Scheme (MACP) benefits.

This issue was raised by MP Sanjay Singh in the Rajya Sabha on July 23, 2026. He asked the government why employees who retired between 2006 and 2008 were not being given the benefits of the MACP scheme. Union Minister of State Dr. Jitendra Singh responded by stating that the MACP scheme was implemented on September 1, 2008, in accordance with the recommendations of the Sixth Pay Commission. Therefore, employees who retired before the scheme's inception cannot be given its benefits.

What is the MACP scheme?
The MACP (Modified Assured Career Progression) scheme is particularly important for employees who face limited opportunities for promotion. Under this scheme, if an employee fails to receive a promotion for 10 consecutive years, they are granted financial upgrades upon completing 10, 20, or 30 years of regular service, or upon completing 10 years in the same pay grade. This increases the employee's salary.

High expectations from the Eighth Pay Commission
Meanwhile, existing employee unions have made significant demands from the Eighth Pay Commission. In their representations to the Commission, the National Council of Joint Consultative Machinery (NC-JCM) and the All India Defence Employees Federation have demanded that the number of financial promotions under the MACP be increased from three to five.

Although the government has clarified its position on the old issue, all eyes are now on the final recommendations of the Eighth Pay Commission. Millions of central employees and pensioners are watching the commission's decision on these new demands regarding MACP.
