8th Pay Commission: Discussions are underway on the proposal to increase the minimum basic salary to ₹72,000, with a fitment factor of 4

Central employees and pensioners are currently focused on the Eighth Pay Commission. The Pay Commission is listening to demands and suggestions from employee organizations, unions, and other concerned parties. Issues such as minimum basic pay, fitment factor, annual pay increments, allowances, and pensions are being discussed.
The NC-JCM, an employee union, has demanded a minimum basic pay of
69,000 before the Eighth Pay Commission. It has also proposed increasing the fitment factor to 3.833 and the current 3% annual pay increment to 6%.
BPMS demands 72,000
Meanwhile, the BPMS (Bharatiya Shramik Mazdoor Sangh) has proposed a minimum basic pay of 72,000 and a fitment factor of 4. It has also demanded an annual pay increment of 3% to 6%.
Demanding a change in the salary setting process,
the NC-JCM demanded that food, household expenses, housing, utilities, and other essential expenses be taken into account when determining salaries. The BPMS demanded that increases in per capita income and financial situation also be considered when determining salaries.
The issue of family size is also an issue.
The BPMS proposal calls for calculating salaries based on a family size of 3 to 5. Therefore, it is proposed to consider the growing family expenses when determining the basic salary.
What is the fitment factor?
The fitment factor is used to determine the new basic salary by adjusting the existing basic salary. However, a fitment factor of 4 does not necessarily result in an increase in the total salary. The actual increase will depend on the final salary structure, including DA, HRA, and other allowances.
The next meetings are necessary.
As per the scheduled programme, the meetings will be held in Bengaluru on October 7-8, 2026, and in Mumbai on October 22-23, 2026. This will provide an opportunity for various employee organisations and pensioners to express their views.
₹69,000 or ₹72,000 is not the final salary.
The most important point is that the ₹69,000 or ₹72,000 basic salary and the 3.833 or 4 fitment factor are currently proposals put forward by employee unions. These are not final figures. The final salary increase will only be clear after the recommendations of the Eighth Pay Commission and subsequent approval by the central government.
