The 8th Central Pay Commission is currently in the consultation phase. Led by retired Supreme Court judge Ranjana Prakash Desai, the Commission is currently meeting with various employee organizations, representatives, groups, pensioners' associations, federations, and other stakeholders. The Commission has already visited several states, including its recent meeting in Bengaluru. Another major meeting is scheduled shortly after Dussehra, where several important issues are expected to be discussed.
The central government constitutes a pay commission every 10 years to revise its employees' allowances, salaries, and pensions in light of rising inflation and the changing economy. Although the government increases dearness allowance every six months, merely increasing DA after a certain point is not enough. To improve the standard of living of government employees, changes in basic pay are also needed, which impacts all central government employees and retired ex-servicemen. Overall, the implementation of the new pay commission will benefit approximately 4.9 million central government employees and over 6.8 million pensioners.
Although the Eighth Pay Commission is scheduled to be implemented on January 1, 2026, the Commission has yet to prepare its report and submit it to the government. The increased salaries will be credited to employees' bank accounts only after receiving government approval. Since the Commission was given a deadline of May 2027 to prepare its report upon its formation, it is expected that it will be fully implemented by the end of next year. After the report is submitted, the Union Finance Ministry and a special group of ministers will closely study the recommendations.
This review will assess the burden the proposed salary and pension increases will have on the national treasury, and which changes can and cannot be approved. Once the review is complete, it is sent to the Union Cabinet. Following Cabinet approval, the government issues an official gazette notification. Departments then begin calculating the new salaries. This entire process may take another 3-6 months.
When will the Mumbai meeting take place?
The Eighth Pay Commission is scheduled to meet in Mumbai on October 22-23. If any organization wanted to appear in person before the commission to present its demands, the deadline for doing so was October 10, which has now passed. The meeting will also include demands for changes to pay structures, pension policies, and allowances.
The Railway Ministry had earlier stated that the commission would visit railway sections under the Central Railway (CR) division in the city to gain firsthand experience of the working conditions of the employees. The visit agenda includes inspection of track maintenance, signal systems, daily operations, duties and maintenance work, control rooms, and work-related hazards.
PC: Good returns
