The President has described this proposal as a road map for a permanent ceasefire and the release of all hostages. He has urged Hamas that if they do not want further loss of life and property in this war, then this is the best way. Biden said that after the ceasefire, help will be able to reach all those who need it the most effectively.

Will it happen in three phases?

Biden has said the first phase of the proposed deal would last six weeks and include a full ceasefire, the withdrawal of Israeli forces from all densely populated areas of Gaza, and the release of women, the elderly, and the wounded in exchange for the release of hundreds of Palestinian prisoners. Israel says about 100 hostages are still held in Gaza, as well as around 30 bodies.

In this phase, American hostages will be released, and the remains of slain hostages will be returned to their families. Humanitarian aid will be increased during the first phase, with 600 trucks allowed to enter Gaza each day.

The second phase will involve the release of all surviving hostages, including male soldiers, and the withdrawal of Israeli forces from Gaza. The third phase will begin a major reconstruction of Gaza, which has been devastated by the war. The proposal was sent to Hamas on Thursday.
