Along with Ukraine, Alexander has also made many allegations against NATO. He has said that NATO is sending mercenaries and terrorists of international terrorist organizations from the Middle East, North Africa, and Afghanistan to Ukraine so that they can fight against the Russian army there. The ISIS terrorist organization also took responsibility for the attack on the concert hall. US intelligence agencies had then said that this attack was carried out by IS Khorasan, the Afghan branch of ISIS. However, Ukraine has denied any involvement in this attack.

According to TASS, Alexander has said that along with IS Khorasan, the Ukraine Intelligence Agency played an important role in the attack on the concert hall. After the attack, Putin said on state television that 11 people who attacked on the Ukraine border have been arrested. All the terrorists were trying to escape to Ukraine.
