According to the letter, Mazammil Ayyub Thakur is accused of hate speech and having links with terrorist organizations. Zafar Khan, on the other hand, is a representative of the Jammu Kashmir Liberation Front. He is accused of adopting a violent attitude that terrorized Kashmiri Hindus and forced them to flee their ancestral homes.
