A maximum limit has been set for study permit applications for students in Canada. This limit has been set for students going there from all over the world to study. In 2025, only 5,05,162 application forms can be filled for foreign students to study in Canada. This notification for foreign students was recently published in the Canada-Gazette. After the expiry of this processing limit (Processing CAP), no study permit application submitted to Immigration Refugees and Citizenship Canada (IRCC) will be accepted. After not accepting the application, its refund will be sent back to them.
However, study permit applications are exempted from the prescribed limits and conditions in certain categories. For example, this exemption applies to applicants who currently hold and renew a permit for the same level of study at a 'designated educational institution' there. Such students must have a certificate from the city or region where they are studying. If the student does not have such a certificate, the application will be rejected.
There are more Indian students in Canada than in China.
The number of international students in Canada was more than 1 million by December 2023. In 2022, Canada admitted 5.5 lakh new students from 184 countries. Indian students studying in Canada were a major source of this. There were 2.2 lakh new students here. After this, around 52,000 new students went to China to study there.
To control the increasing temporary residence of foreign students in Canada, the Canadian government discussed the limits in January last year. For 2024, the student limit was expected to accommodate about 360,000 study applications. However, this number was reduced by 35% from 2023.
Who is exempt from this processing limit?
- Applicants who are trying to renew their study permit at the same Designated Educational Institution (DLI) and for the same level of study.
- This order covers applicants who have a temporary residence permit and it is valid for at least six months here.
- Applicants who are sponsored by a Canadian loved one under internal sponsorship for immigration.
- This also includes any protected person in Canada.
- Have applied to become a permanent resident of Canada and have received an exemption order for a study permit. Or are a family member of one of the above persons.
- Such an applicant is applying as an exchange student at a DLI.
- An applicant who has filed an application to study at a DLI administered by a federal department or agency.
- Applicants who have received scholarships for non-Canadians administered and funded by Global Affairs Canada.
- Applicants who are in Canada or are moving to Canada and are applying under the provisions of a public policy determined by the federal Immigration Minister in response to a crisis or other pressure.

The increasing scrutiny of immigration policies by the US government has raised concerns among the Indian government and the Indian community living in the US.
