World News in Hindi: Russian President Vladimir Putin arrived in Mongolia on September 3. Mongolia is a member country of the International Criminal Court (ICC). The Hague-based ICC has issued an arrest warrant against Putin for war crimes. The ICC has convicted Putin in the case of illegally extraditing Ukrainian children after the war started in 2022 and has issued an arrest warrant. Under this, if Putin goes to any ICC member country, he can be arrested on the basis of this warrant. On the same basis, the ICC had asked Mongolia to arrest Putin. 

It is worth noting that this is Putin's first visit to an ICC member country. But Mongolia flatly refused to accept ICC's demand and President Putin was welcomed with a red carpet at the airport. Putin was seen smiling and going comfortably. Later, he was given a guard of honor while being given state honors. Whereas Western countries including Ukraine kept requesting Mongolia to arrest Putin. 

Before Vladimir Putin's visit, the ICC had reminded Mongolia of its commitment and said that the court's orders should be complied with. Therefore, Russian President Vladimir Putin should be arrested as soon as he enters Mongolia. But when this did not seem to have any effect on Mongolia, on September 2, Ukraine accused it and said that Mongolia would also be jointly responsible for Putin's war crimes. 

A mild protest against Putin was seen in Mongolia's capital Ulaanbaatar. This protest was seen near the central Genghis Khan Square of the capital. 

What will happen to Mongolia?

The question arises that now that Mongolia has refused to follow the ICC rules, what action will be taken against it? In this case, experts are unanimous that due to not cooperating with the ICC, action will definitely be taken against Mongolia but it will not have much impact. 

In such a case, the ICC refers the matter to the Assembly of Parties. These parties can condemn Mongolia for not complying with the procedure but no punitive action like sanctions can be taken against it. However, on this issue, Amnesty International says that if Mongolia does not arrest Putin, the legitimacy and reputation of the ICC will suffer a severe blow.

The East Asian nation of Mongolia has close ties with Russia. After the collapse of the Soviet Union, it has developed relations with both of its big neighbors, Russia and China.
