According to the FIR, the entire plan was prepared during meetings between PTI leaders and some prisoners in jail. The main target of which was to target the security forces. Several witnesses of the conspiracy have been identified in the FIR, which included prisoners, laborers, and police personnel inside the jail.
It claimed that the PTI leadership, including Bushra Bibi, Ali Amin, Umar Ayub, Waqas Akram, Salman Akram Raja, Murad Saeed, Zulfi Bukhari, Rauf Hassan, Hammad Azhar and others had conspired together to execute the plan.

The complainant officer claimed that Bushra Bibi and other party leaders incited the public through a video message. In the video, the public was urged to rise against the army and the government. PTI leaders are also accused of inciting public violence. At present, Imran Khan is in jail, while the police are searching for his wife Bushra Bibi.
