BH-Series Rules Revised: Key Updates You Need to Know
The Ministry of Road Transport and Highways (MoRTH) has released a new notification (GSR 879 E) introducing changes to the Bharat Series (BH-Series) vehicle registration rules. These updates aim to expand and simplify the process, benefiting vehicle owners who frequently relocate across states.
The BH-Series was first introduced in the Central Motor Vehicles Rules, 1989, and became effective from September 15, 2021. It allows seamless vehicle registration across states without the need for re-registration.
What is the BH-Series Registration?
The BH-Series registration mark is designed for individuals who frequently relocate due to job transfers. It removes the hassle of re-registering a vehicle when moving to another state.
✅ Who Can Apply?
- Government employees (Central or State)
- Private sector employees whose organizations have offices in four or more states/union territories
Required Documents for BH-Series Registration

- Official Identity Card OR Service Certificate
2️⃣ For Private Sector Employees:
- A working certificate from their employer, confirming that their company operates in at least four states/UTs
Major Changes in BH-Series Rules
🔹 Vehicle Sale to Any Buyer
- Previously, only eligible individuals (who qualify for the BH-Series) could buy a BH-Series vehicle.
- Now, BH-Series vehicle owners can sell their cars to anyone, including non-eligible buyers.
🔹 Existing Vehicles Can Switch to BH-Series
- Earlier, only new vehicles were eligible for BH-Series registration.
- Under the new rules, owners of already registered vehicles can now convert their existing number plate to a BH-Series plate after paying the required road tax.
🔹 Home/Office Registration Facility
- To make the process easier, owners will be able to apply for BH-Series registration from their home or office under the proposed amendment to Rule 48.
🔹 Stronger Measures to Prevent Misuse
- Private sector employees must now submit a working certificate to prove eligibility, reducing the chances of misuse.
🔹 More Flexibility for Government Employees
- In addition to an official identity card, government employees can now also use a service certificate to apply for a BH-Series registration.
