It is known from many mythological stories that Ravana was a great devotee of Lord Shiva. He used to do intense worship of Lord Shiva many times and used to ask for strange boons from him. For example, once when Lord Shiva built Lanka for Goddess Parvati, seeing the beauty of Lanka, Ravana became greedy and asked Lord Shiva for Lanka at the time of his housewarming. Similarly, sometimes he asked for Kailash, and sometimes the world's most powerful Shivalinga.
Ravana pleased Lord Shiva every time with his penance. Similarly, once while doing penance, Ravana cut his head 10 times to please Lord Shiva and presented it to him. Lord Shiva was very pleased with Ravana's penance and he gave Ravana the boon of being Dashanan. Since then Ravana has ten heads. Shiva also gave Ravana the boon that even if someone cuts his head, new heads will grow and no one can kill him by cutting his head. That is why no matter how many times Lord Rama cut Ravana's head, it would grow back at its place.
According to another legend, when Ravana performed a rigorous penance to Lord Brahma, Brahma, pleased with his penance, granted him a boon. Ravana asked Brahma for immortality, but Brahma could not grant him immortality. So, instead he gave him ten heads and twenty arms, which increased Ravana's power and knowledge.
